Allow creating sub-projects only - by: papjul

Hi,

Is there a way (or any workaround) to allow an user to create sub-projects of its own projects but not projects without a top project?
We don't want users that don't see other projects to mess up with the root tree, while allowing them to have full access on the structure of their own projects.
